I think the trouble is that we're in a transitory period at the moment
- we don't want the CC to handle appointments next time around, we
want a voting team within the community so the wiki page will be
updated properly when everything is worked out with the new council
(feel free to update it now, I am just not sure a whole discussion and
rewrite for this special case process is worth the time).

I believe this is how we're handling it:

1. Nominations are called for and sent to IRCC (done)

2. Each member of the incumbent IRCC sends the CC their opinions on
the candidates (in progress)

3. The CC returns a shortlist for review by the community (by mail to
ubuntu-irc) for a few days, so they can comment since they aren't
getting a vote at this time because the appropriate "team" for voting
has not been established - that's one of the goals for the future!

4. The CC considers input from IRCC and community to appoint the 3 new
members of the IRCC
