bot and bantracker meeting

Howdy

I'd like to get all the interested parties together and discuss where we
are and where to go (if necessary) with Ubuntu irc bot programming,
interaction, failover, etc.  This includes the function ubotu filled so
well for us, mootbot and any others.

I'd also like to discuss bantracker implemention ( which will tie into
the above at some level )
