Floodbot exemption

No, the "ubotu" nick is not exempt.
I thought it would actually be useful to mute Ubotu, since sometimes, when it 
recovered from being seriously lagged, it started to spit out tons of replies 
(for, say, all the factoid that had been unsuccessfully requested for the 
past 10 minutes).

I could make Ubotu exempt, but... I tend to see it more as an issue with the 
floodbots' tuning.
That is, if they're warning/muting Ubotu *undeservedly*, then they need to be 
retuned. If they only do it when Ubotu is actually flooding, then it helps to 
mute it.
