Channel registration

[Dennis Kaarsemaker]

In preparation for my retirement from the IRC council and because it
makes sense, I registered the nickname UbuntuIrcCouncil and made it the
contact for all channels I was contact for. I'd like to ask people to do
the same for channels like #kubuntu, #edubuntu etc. so we have a single
account with access to all these channels.

The password of this account will be available to all IRC council
members.
