Testing limiter bots

Bots capable of setting a dynamic +l limit in #ubuntu to stop attacks, as well 
as implementing a couple of other hopefully useful features, are currently 
undergoing testing.

The bots are currently monitoring #ubuntu, but they are doing in 
#ubuntu-ops-monitor what they would eventually do in #ubuntu.

Please join #ubuntu-ops-monitor and help us monitor them and spot any bugs 
during this testing phase.
