IrcTeam wikipages / IRC council approval

Hi folks,

I finished the first version of the IrcTeam wikipages, please review
them asap so we can get them into shape before tuesday.

Tuesday (18:00 UTC) will be the next CC meeting and I've put the IRC
council on the agenda for approval. I expect LjL and nalioth to show
up ;) For Hobbsee it'll be 4am so I don't really expect her to be
available.
