IRC council

Hi all,

The operators team should have a small (3 persons) council to escalate
problems to before going to the CC. I have set up a poll on launchpad (2
actually, but the first one went wrong and lp won't let me fix it) which
will open in about 6 hours that lists the people I see as suitable
candidates. If anyone is missing in the list, let me know!

The poll will be open for 2 weeks, please vote!
