What to do with #ubuntu+1

I see a few options

* Do nothing
* /mode +if #ubuntu and nothing else
* /mode +if #ubuntu and /cs clear users

I personally think a spring cleaning is the right thing to do and open
up the channel when the edgy archives are open.
