Permabans

Given that we don't currently have another way of making notes on bans, this
should probably become a semi-permanent thread here...

I've just set a pair of bans in #ubuntu that should block a persistant DCC
attacker who's been klined three or more times in the last 45min, but keeps
re-appearing...

SOXGuest*!*@*
and
XOSGuest*!*@*
should both stay put for now.

Dennis, any word on getting something like Ubugtu's ban database back up and
running securely sometime?
