I did a bit of thinking.

- From where I stand, for tor and silenceisdefeat the following rules
should apply.

Tell the silenceisdefeat people that they need to come from
*.silenceisdefeat.

So they should have a hostname of their irc nickname. This way if they
get banned they have only themselves to blame and don't take down their
 network.

The two levels of tor, the regular and irregular versions would be
interesting to try out.

As for +e and -e no I don't concur with using those methods, we have a
workload already, and interaction with a channel may only be due to a
!ops or a word triggering a highlight, spotting the +e aspect may not
happen.

There are many ways to get to IRC. Unaffiliated cloaks are available for
people who want to hide their location. They are not hard to get.

So in other words the use of an anonymous service is not reason to block
in and of itself, however it brings to it an obligation on the planners
of such a service to think through the aspects of what may happen to
"good" users because of "bad" users, and users should also understand
the implications and limitations of such a service.

After all there is a tor community and silenceisdefeat community, they
need to work to resolve their own issues, we are not creating them.

In other words for these services to work the tinted windows aspect of
their service they need to allow some translucency for it to be truly
useful when it comes to irc.
