Has as been discussed though, there's little or no IRC presence and
people invariably want to sort things out in their preferred medium,
there and then. Some issues may well need escalating to the CC. A non-op
council, though, can deal with cooling things off in a more immediate
setting and advise on how best to deal with such disputes and
appropriateness of behaviour. Thus keeping things from kicking off in
the main channels and avoiding further kicks/bans.
