syncing libdebian-installer

hey,
I'm working on adding arm64-efi support to vivid, and that requires
some changes from Debian. I've prepared a merge proposal to do that
sync, which also does away with a bit of cruft we've built up in the
Ubuntu diff:

I'd appreciate any reviews before I upload. Points of interest on the
ARM side are that this drops some subarchs that required flavor
kernels that are no longer supported in vivid (armadaxp, exynos5,
keystone and dove), and that it also includes the behavior change from
Debian that unmatched systems are now "armhf/generic" instead of
"armhf/unknown".

This would reduce our diff against Debian to the following. Hopefully
the ppc stuff can just be merged, but I don't know what to do about
the OMAP hunk.
