is best discussed on the ubuntu-installer mailing list (added to CC).
Please subscribe to that mailing list. This way the discussion will be
between many people who write the installer and it will be archived

I'm not entirely sure what is the best/generic way to skip steps. One
option is to pressed the selected options using ubuntu.seed and boot
with automatic-ubiquity. [1] But in my opinion this is workarounds and
not a very clean approach. I'm not sure how best to solve this
problem.
