Summary:  I have this in a preseed file:

d-i apt-setup/local0/repository string http://ddebs.ubuntu.com natty
main restricted universe multiverse
d-i apt-setup/local0/comment string ubuntu debugging stuff
d-i apt-setup/local0/source boolean true
d-i apt-setup/local0/key string
http://keyserver.ubuntu.com:11371/pks/lookup?op=get&search=0x428D7C015E0577F2

I see this in the resulting syslog:
