Ubiquity still show time zone and keyboard layout chooser dialog when use preseed file.

You need to put the preseed.cfg file in the initrd, as discussed here:
https://help.ubuntu.com/9.04/installation-guide/i386/preseed-using.html#preseed-loading

You can unpack an initrd, place the preseed file in it, and repack it
following these instructions:
