The years should be updated, but I have read that there is a definite
legal distinction in some jurisdictions between "2005, 2006, 2007" and
"2005-2007". For example, the GNU Standards on copyright notices read as
follows:

  http://www.gnu.org/prep/maintain/maintain.html#Copyright-Notices

  Do not abbreviate the year list using a range; for instance, do not
  write '1996--1998'; instead, write '1996, 1997, 1998'.

So, no, I would prefer not to make this "simpler", sorry.
