Not paying for Windows would help to reduce cost. Lenovo does sell laptops with free DOS. But I see that Dell in India does not sell any such machine. So I would suggest Lenovo. Their website lists all products with price. You can make your choice according to your budget. PS: Technically you can get a refund on Windows with *any brand* by declining the Windows EULA that shows up and returning the discs.
