My experience is that there are different tools for different parts of the web app creation process.<br><br>You usually start with a wireframe in a graphics editor like inkscape<br><br>Then you built a layout and some style sheets. Tools like Bluefish, Quanta are useful at this step.<br> <br>Then you need to integrate your layout and stylesheets into your web app. So this brings you into an IDE or text editor.<br><br>Then test. Firefox with a seperate profile for running Firebug. I highly reccomend having a separate profile for Web Dev plugins.<br> <br>Then tweak.
