[ubuntu-in] Offline update/upgrade - How does it work

Hi

What works is to use apton to create an iso file . Then on the target i
extract the iso and use dpkg -i -v this installs / updates / upgrades all
the packages.

Normal apton seems to not restore packages from the iso.
