[ubuntu-in] Monthly release cycle proposed for Ubuntu

Hi all,

Sometime ago, there was a discussion here about rolling releases and
faster releases cycles for Ubuntu.  Here's Scott Remington's proposal
on a monthly release cycle :

A slightly long article, with a lot of analysis about the release and
development process at Canonical, but well worth the read.  Also, some
interesting discussions are happening in the comments section.  Hope
some guys find it interesting.
