[ubuntu-in] Membership to ubuntu-in?

I feel this is like a parallel to Ubuntu membership.  If there are
members who do good stuff, you should just go for Ubuntu membership
than have this process.  This would mean a lot of resources from our
end and probably not entirely beneficial.  Just my 2 cents.
