what is this device - Huawei ??

what other devices are connected via USB.

Disconnect all the devices and connect just the Tata Photon

After connecting the device (wait about 20 - 30 seconds) then post the
output of dmesg

 also then post the relevent  section of lsusb -v (not the whole thing
but only the part that refers to huawei)
