Sorry to say that but it's not solved in Ubuntu 10.04 LTS (Lucid Lynx). 
Upstream is doing different implemantation to handle such kind of cases. 
More information here [1]. New implementation is still in development / 
testing.

So, I have built new modemmanager 0.3 package for Ubuntu 10.04 LTS 
(Lucid Lynx), that will help to dial RNB+ Service + Huawei EC1260 Modem 
with Network Manager. Other people have reported that it's working fine 
with Tata Photon+ / BSNL EVDO CDMA Broadband Services.

Package in my PPA [1] and document to install package from PPA [2]

Note:
Remember if your CDMA modem is not detected by Ubuntu 10.04 it's 
different issue, if it's detected / dialed by wvdial but not working 
with  Network Manager this fix may help you.

  If no then you should file
