You should give reference to website so that it is easier for other to
try reproduce the problem and suggest solutions.

I don't think upgrading vs fresh installing is going to make
difference as long as the font are same.
Here are some things you can check/try.
1. Check if you have same set of font packages installed. Fonts for
Devnagari are part of ttf-indic-fonts-core and ttf-devnagari-fonts.
See if removing ttf-devnagari-fonts package makes any difference (if
it is installed).
2. Try creating new test profile in firefox. If the new profile shows
same problem then the problem lies somewhere other than firefox. If it
doesn't show problem then the problem is with settings in your current
profile.
