[ubuntu-in] local ubuntu repository

[stranger in black.....]

How to create an ubuntu repository in a local server. A friend of mine
asked me it will be helpful if we do it in their college server, since
the downloading speed can be increased.....

The repository should be a mirror of the original ubuntu repository
with all updates and other things.......
