Hi Aravind, 

You need a good hardware for setting up the server, Internet connection with large amount of bandwidth (atm its bit costly here in India). 

This should do. Rest is little work of setting up a script on cron to sync the files from a master server.

There is no mirror in India atm. 

Select any other location which is nearer or from the default location.
