[ubuntu-in] Where can i find info on recent Ubuntu Developments

Hi

was wanting to know what is the site / places were one can get recent Ubuntu
development information,

This is in the context of say wanting to know what the latest kernal update
is for Ubuntu 9.04 and other recent developments that may be happening.

Yes i could go to synaptic and ask it to update - but that would work if i
was on a 9,04 system (which am not)

So any tips
