Nobody tolerates spam for sure, but it's more irritating to see 15 replies
for a single spam email!

-> Only admins should send all type of warning emails.
-> People other than admins should remain silent for the sake of admins who
know their job.
-> Only one admin should handle one individual issue, unless he/she
delegates it to another admin.
