Flash plugins is not in restricted repositories. It is in multiverse.
Multiverse repository is enabled by default since Hardy.

apturl has nothing to do with flash plugin. adobe-flashplugin is in
partner repositories which is not enabled by default.

You can not install local .deb file with Synaptic.
