It's like this. fglrx is binary only driver maintained by ATI. In past
the driver has failed to keep up with changes in X. Moreover more and
more cards are supported by free drivers. So that is why I suggested
that you should try using radeonhd. If performance is better then you
should log a bug for drivers manager to recommend radeonhd for this
particular card.

One more thing you can try is removing xorg.conf altogether (after
taking backup), restart machine and see which driver is picked up
automatically.
