[ubuntu-in] [OT] How TV , Mobile and Computers are interfaced

Nowadays most of the TV program allows the viewer to rate their
program by sending sms i.e saying the viewers to type "vote a" and
send sms to some number say 5657 to vote for team A .

My question is how thing works ? what is that 5657 represents mobile
phone or computer ?  what are all the protocols involved ? how the sms
is received and processed ?

I want to know this because i going to use this sort of technology in
my final year project.The above TV program example is just for making
you to understand , what i actually need .
