seems the problem was with the DNS, and BSNL have rectified it , so it 
works,

the current DNS' are:
WvDial<*1>: primary   DNS address 218.248.240.79
WvDial<*1>: secondary DNS address 218.248.240.135

in case some one turned auto dns off and needs to add the new ones :)
