 I dont think there is any restrictions on importing legal software in
India. As a point in your favor you can show to the custom
commissioner that lot of people in India have imported these cds and
no where anyone in customs have raised an objection.Also, point them
to the website which says that ubuntu is a legal free software and the
cds are shipped by canonical for free distribution.
 You might have to pay some charges though.
 Btw, what is the quantity of cds you have asked for ?
