The method I am suggesting doesn't use LiveCD but has some restrictions.

This is how we people recover assuming that people don't set up the
Administrator password during installation time.
When windows starts to boot, just before that time, keep F8 pressed. A
boot menu would be presented. Choose "Safe Mode".
When WinXP boots in Safe Mode, the Administrator User is shown up
which is usually not shown up during Normal boot.

Click on Administrator, the password is blank if not set up. Login as
Admin and go and reset the password.
