I haven used XKB method. It is fairly easy to setup but a little bit
difficult to learn. You can download and install bolnagari keymap from
indlinux project.
I have not used SCIM so can not advise about it.

XKB works with all applications. AFAIK, SCIM works only with apps that
support input methods provided by GTK, that is ones with GTK widgets.
