You have to seek some one like Jono Bacon, Ubuntu Community Manager.
But am afraid he is very busy. You can check into #ubuntu-locoteams
channel and just ask whom to contact. Some one will be able to help
you.

For a release why you need to have an online image ? You can very well
go with a CD version and then host the image when people feel
comfortable with your distro. Seriously students are not going to
download the images, burn them and try using. They would rather prefer
it to be available as CD itself if you want them to give a shot. Just
IMHO.
