[ubuntu-in] Ubuntu-In Site Re structure

[June Bug]

OK, I like the idea. May be we can start with defining which blog
software to use? And then, may be we need to create / find a good theme
for that which matches the Ubuntu colour scheme? Any volunteers for that?
