[ubuntu-in] inability to join ubuntu-l10n-hi

Hi all,

I've been trying to join ubuntu-l10n-hi at
https://launchpad.net/people/ubuntu-l10n-hi but it seems that the
maintainer, an Alfred J. Tims ( t1nt1n at linuxmail.org ) is incommunicado
for the past fortnight at least. What is the procedure to be followed if
this is indeed the case?

For those curious enough, my background info is at
https://launchpad.net/people/kream . I'm mainly interested in translating
debian-installer so that the people in the media labs that I work in can
easily install kubuntu.
