I am not, but this document looks helpful.

I think maybe if I could get this package installed it would help:
http://archive.ubuntu.com/ubuntu/pool/main/d/debootstrap/debootstrap_1.0.7~dapper1_all.deb

I am using the debootstrap in apt on the latest Ubuntu. I guess it could
well be incompatible, the link above however is dead.
