There are also a number of pages under
https://wiki.ubuntu.com/Security/ (as well as some other pages
on the wiki) that are maintained by Ubuntu Security Team. The
/SecurityTeam/ namespace is more about team processes for a
number of things, documented publicly so that people wishing
to participate by helping prepare security fixes can do so in a
way consistent with how the team operates, whereas the /Security/
namespace is intended for documenting aspects about the Security of
Ubuntu. Unfortunately, that split has not always been kept, so things
like the Knowledge Base articles have ended up under /SecurityTeam/
at https://wiki.ubuntu.com/SecurityTeam/KnowledgeBase/.

What this really raises is the question "Who is the intended audience
of Ubuntu Discourse"?

Do you mean something more than redirections from individual wiki pages
to Discourse?

I have done a bit of experimenting of this; pandoc does not support
MoinMoin wiki syntax, but the pages can be exported as docbook
documents, which pandoc can then convert into markdown. There are
some limitations and edge cases that don't translate, like MoinMoin
supporting embedding one page into another.
