If you're really lucky, somebody within Debian may already package 'SEEdit'
in which case Ubuntu will get it automatically.

There's a whole group within Ubuntu dedicated to helping people (preferably
to learn for themselves if possible) the basics of good clean .deb
packaging. They're called the MOTU (the Masters Of The Universe) and can be
found on IRC:

  #ubuntu-motu on Freenode
  https://wiki.ubuntu.com/MOTU

One of the things that is currently being setup is faster access for
upstream authors to place their own programs directly into Ubuntu---pop
along to find out more.

Ubuntu 7.04 will be released in under a month and then the influx of new
software for the next release will begin in earnest which would be excellent
timing!
