As now, within the Settings you can only select the options Juanjo has mentioned. I don't know if there are plans on changing the behaviour in the future, but using Nautilus' contextual menu is the only possibility right now. If you want to use an Image from a location different of the Picture folder, you can set the background from nautilus with the right-mouse buttom.
