Does Ubuntu Gnome need a website?

Hey everyone! I have been lurking the gnome mailing lists for a while, IIRC I saw a few posts about how there needs to be a fully-designed and hosted website. I'm a professional designer and web admin, I have experience creating and maintaining servers (PHP, XMPP, MYSQL, etc). I could create an original design and have it hosted on my Bluehost dedicated server hosting if you all need me to. I'm experienced and I used to do this full time but now I want to start helping open-source projects. Let me know, I'm not sure how this works (?). Is this the correct way to post my contribution? Sorry I just never used these mailing lists before.
