Software center have hardcoded colors and shows white font on white bg

Steps in a Live session:
1. Open the Tweak tool
2. In Appearance tab, enable "Global dark theme"
3. Open Ubuntu software center and explore sections

The replacement of softwarecenter.css is not a solution in a multiuser
environment (users can have different theme set)
