Locale definitions are part of the GNU C library.  (Ubuntu does some fancy
stuff to strip them out and split them into language packs; I'm not
familiar with the process).

You can find the locale sources in /usr/share/i18n/locales/.  The file
names combine language and country codes, e.g. the Dutch language locale
for Belgium is nl_BE.
