Removing Qt 4 from Ubuntu before the 20.04 release

$ apt-cache show libqtcore4 | grep Task
Task: lubuntu-desktop, ubuntustudio-publishing, ubuntustudio-audio, ubuntukylin-desktop, ubuntu-mate-core, ubuntu-mate-desktop
$

That's still 4 flavors as of today, FTR.
