[Bug 1959555] [NEW] KDE translation packages (kde-l10n-xx) missing on Focal Fossa

Public bug reported:

Error message says that there is no installation candadidate for
kde-l10n-[XX].

Since adding languages via the system settings windows doesn't work
either (cf. respecting bug report) there currently seems to be no way to
add additional languages to kde in kubuntu 20.04
