Quick answer: There is NO API for votes YET =)

Details: the APIs currently are just for serving the citizen that wants to
elect, giving him some help, information about the person to choose from,
where to vote, which box, information ...etc
We hope to expand this system, in collaboration with the government, so that
the votes be electronic, which is as you know isn't a big deal at all, and
if you don't have a PC or internet, you still can go some location with a PC
and simply vote! :)

I think the process should be: a hashing function to be applied on the NID,
and record the hash value, so that you can keep record of who voted and who
didn't, and at the same time you can't reverse and know who voted for who!
