[Ubuntu-eg] Ubuntu-eg council

Guys, I Know that we already agreed about that the first council will be
chosen by Toulan, I don't want to add more, "Ana mesh geha mo7ida"

And I see a 4 months is not enough, As the described job for the first
council.
