mmm, am not aware of the whole process, but I think simply the package
called "tzdata" --Time Zone data, does the trick :D ... and ubuntu have
proved good reliability on this side <la7ez en ayam "rabena ysam7o" we
didn't have an "actual" fixed date to change time saving data :D --we used
to change before Ramadan :D> but the maintainers of TZdata seemed to be
aware of it, and hence Ubuntu most usually showed the right time :D
